EDITORIAL: Impeachment Plan



THE recent announcement by Bagong Alyansang Makabayan (Bayan) that it is preparing an impeachment complaint against Vice President Sara Duterte sends ripples through an already turbulent political landscape.


As impeachment looms over the second-highest official in the country, it raises critical questions about accountability, political maneuverings, and the potential impact on governance.


At the heart of this impending action are allegations tied to the Vice President’s use of confidential funds (CF), with expenditures amounting to P164 million flagged by the Commission on Audit (COA) for fiscal years 2022 and 2023.


These concerns extend beyond mere technicalities; if substantiated, they could involve breaches that surpass the P50 million threshold, elevating the issue to the level of plunder. While Bayan’s leadership, through chairperson Teddy Casiño, refrains from disclosing specific charges at this stage, the group frames this initiative as a necessary step to hold Duterte accountable.


Impeachment is the ultimate constitutional tool for addressing misconduct or betrayal of public trust. It is a gravely serious matter, not only for the accused but also for the democratic institutions that uphold this process.


While Vice President Duterte has dismissed these moves as politically motivated, the integrity of such a process must stand on its merits—driven by facts, transparency, and due process.


Still, the timing and context are difficult to ignore. Sara Duterte is no stranger to political intrigues, and she has pointed fingers at certain lawmakers, particularly House Deputy Minority Leader France Castro, accusing them of being behind these impeachment talks.


These accusations, in turn, have been fiercely denied, adding a layer of partisan back-and-forth that risks overshadowing the substantive issues at stake.


Moreover, House Speaker Martin Romualdez has already struck a cautious tone, suggesting that impeachment is not yet on the House’s radar. His comments imply that much remains in flux; any eventual impeachment complaint may face considerable challenges in gaining traction within the halls of Congress, where political loyalties and alliances often influence decisions more than legal arguments.


If Bayan’s impeachment move materializes, the country will witness a critical test of its democratic processes. The move will force legislators, and the public, to grapple with the underlying issues.


Are these allegations rooted in genuine concerns over misuse of public funds, or is this yet another chapter in the highly politicized world of Philippine governance?


For Vice President Duterte, the stakes are particularly high. As the daughter of a former president and a prominent political figure herself, how she navigates this looming challenge could have lasting implications for her political career. She faces two options, as Teddy Casiño put it: resignation or an arduous impeachment battle.


The bigger picture, however, lies in the message this sends to public officials across the country. Regardless of political affiliation, leaders must be held accountable for their actions. If those in power are seen as untouchable, or if investigations into their conduct are swept aside, the very foundation of public trust is at risk.


It remains to be seen how Congress will respond when session resumes in November, and whether this impeachment effort will lead to a substantial reckoning.


But one thing is certain: this is no longer just about Sara Duterte. It is about the values of transparency, accountability, and the responsibility of leaders to answer to the people they serve.
