For 3rd District Congressional Seat: Legacion files candidacy
By Jason B. Neola
NAGA Mayor Nelson S. Legacion formally filed his certificate of candidacy (COC) for the congressional seat in Camarines Sur’s 3rd District on Tuesday, October 8, 2024.
The event took place at the Commission on Elections (Comelec) office at the Provincial Capitol Complex, witnessed by hundreds of his enthusiastic supporters, members of the media, and his wife, Atty. Marion Eloisa Escueta Legacion.
Legacion, a lawyer and the incumbent mayor of this city, travelled from City Hall to the Comelec office, accompanied by news reporters who conducted an interview with him aboard an ordinary vehicle for mass transport.
During the ride, Legacion discussed his legislative agenda, including a proposed bill that would amend the law granting governors the power to suspend mayors.
He emphasized the need to prevent governors from potentially abusing this power, particularly against mayors who may be their political opponents.
In his statement to the media, Legacion expressed confidence that his candidacy would resonate not only with the people of Naga City but also with the constituents of the six municipalities comprising the 3rd District of Camarines Sur.
He underscored his commitment to fighting political dynasties and the influence of money in local politics.
Citing a study, Legacion argued that towns without political dynasties tend to experience more progress compared to those dominated by a single political clan.
Drawing on his own extensive public service experience, which includes roles as a city councilor, vice mayor, and now mayor, Legacion highlighted the achievements of Naga City under his leadership.
The city was recognized as the “Overall Most Competitive Component City” in the Philippines for four consecutive years, from 2021 to 2024, due to its advancements in infrastructure, innovation, economic dynamism, and government efficiency.
Before filing his COC, Legacion assured the residents of the 3rd District that he would bring the same level of progress and development to their municipalities as he had to Naga City. “What I have brought to my city, I guarantee you that I can bring it to your respective hometowns,” he vowed, adding that his mission is to fulfill the aspirations of the people rather than his own personal goals.
Running under the administration’s Lakas Christian-Muslim Democrats (Lakas CMD) party, Legacion noted that over half of his political allies in the 3rd District are affiliated with the party, while others, though from different political groups, share the same principles and commitment to development, particularly for the marginalized and vulnerable sectors.
“Tender, Loving, Care—this is my commitment to my constituents,” Legacion concluded.

Incument Congressman Gabriel Bordado endorses Congressional candidate Nelson Legacion.
