Legacion transforms Naga, inspires CamSur’s 3rd district
By Jason B. Neola
NAGA Mayor Nelson Legacion continues to inspire communities in Camarines Sur’s 3rd district with his transformative achievements in just over two years. Recognized for reshaping Naga’s landscape, the city mayor has received numerous invitations from local officials and residents to share his strategies for development.

Key to Naga’s progress are projects worth over a billion pesos, including 7 public schools, construction of two-storey 6-classroom school building in Del Rosario High School, extensive road networks, the Naga City General Hospital (Level 1), the Super Health Center, the Center for Safety and Resilience, and various lifeline facilities.
Many of these initiatives are concentrated in four newly designated growth areas he established: Sta. Cruz New Development Area, Almeda New Development Area, Bicol Riverfront Development Area, and Balatas Development Complex.
These areas employ a mixed-use urban development approach, integrating commercial, residential, institutional, and recreational spaces, with significant support from the private sector and national government agencies.
Two municipalities, Pili and Calabanga, have expressed interest in replicating Naga’s healthcare success by establishing hospitals to address the growing demand for medical services. Mayor Legacion has pledged his assistance should he be given the mandate to help.
“They should have healthcare accessibility. Establishing a hospital in these towns can improve response times and reduce travel burdens, particularly in emergencies,” Legacion said. He also highlighted how this initiative could ease the patient load at the Bicol Medical Center.
With strong connections to the administration of President Ferdinand Marcos Jr., Mayor Legacion is optimistic about bringing such projects to reality. He is also exploring ways to provide free hospitalization and medicines to residents of the 3rd district, emphasizing the importance of healthcare accessibility.
Legacion, a lawyer, also pledged to explore ways to equip the proposed hospital with the necessary medical equipment and apparatus.
“Health is wealth. It is only necessary to equip towns with ready medical facilities to ensure that residents receive the services they need,” he added.
Mayor Legacion’s vision continues to inspire hope and action across the district, proving that effective leadership can drive meaningful change.
